The New Israel Fund and the next war

A regional war may well be approaching. The actions and statements of Iran and its Syrian, Lebanese and Palestinian proxies over the past week or so indicate that this is what Israel’s enemies are gunning for.

 

In preparing for this growing threat, Israel’s leaders need to consider more than just the military challenges it faces. They must consider the political actors at home and abroad that limit the IDF’s ability to fight to victory and develop strategies for neutralizing those actors.

 

The latest developments are menacing. Last Saturday, Iran’s unelected president Mahmoud Ahmadinejad threatened to open up a new round of hostilities on February 11. Then Wednesday, Iran launched a new missile into space. Israeli and US missile experts claim that the missile launch signals that Iran is developing intercontinental ballistic missiles and building the capacity to launch nuclear warheads on ballistic missiles.

 

Following the missile launch, Syria’s president and foreign minister issued incendiary comments threatening Israel with war. Notably, they did so the same day the US informed Syria of its intention to send an ambassador to Damascus for the first time in five years.

 

Hamas, for its part, sent barrels of explosives drifting to the Israeli coastline – exposing new ways it can kill us. And Fatah, for its part, decided to kiss Hamas’s ring this week. Senior Fatah official Nabil Shaath’s obsequious visit to Gaza Wednesday was a graphic demonstration of Hamas’s preeminence in Palestinian society.

 

Then there is Hizbullah. In a speech on January 15, Hizbullah leader Hassan Nasrallah pledged that the next war will “change the face of the region.”

 

This may not be an exaggeration. It isn’t simply that under the blind eye of UN peacekeepers Hizbullah has replenished and expanded its arsenal to include long-range missiles. It isn’t simply that in the three and half years since the war Hizbullah has taken control over the Lebanese government. Hizbullah has also built up a formidable ground force. In the event of war, these forces may be deployed as an expeditionary force inside northern Israel.

 

And if the precedent of former MK Azmi Bishara – who fled Israel after learning that he was about to be indicted for serving as a Hizbullah agent in the 2006 war – is any indication of Hizbullah’s modus operandi, Israel may also face Israeli Arab fifth columnists assisting Hizbullah forces inside the country.

 

Assuming for the moment that the IDF and the government are prepared to contend with these mounting military threats, Prime Minister Binyamin Netanyahu and his colleagues must take the necessary steps to withstand and minimize the effectiveness of the far left’s expected political warfare against Israel. As the past decade has made clear, the aim of that warfare is to delegitimize Israel’s right to defend itself in order to make it impossible for Israel to pursue the war to military and political victory.

 

As in the military arena, so in the political arena, Israel’s foes have grown from nuisances into strategic threats over the past decade. The UN-sponsored Goldstone Report, which effectively denies Israel’s right to defend itself and criminalizes its military efforts to secure its citizenry and its territory, is evidence of the gravity of the threat Israel faces as our leaders plan for the coming war.

 

ON THIS latter plane, the past week has been an eventful and hopeful one. The latest developments offer guidance for how the government must proceed as the winds of war blow ever stronger. Late last week, the Zionist student movement Im Tirzu published a detailed report demonstrating that 16 anti-Zionist NGOs funded by the post-Zionist New Israel Fund worked hand in glove with the UN Human Rights Council and Richard Goldstone to bring about the establishment of the Goldstone committee and give credibility to its allegations that Israel committed war crimes during Operation Cast Lead. According to the Im Tirtzu report, 92 percent of Israeli allegations that Israel committed war crimes in its campaign against Hamas came from these 16 NIF-funded organizations.

 

Im Tirtzu’s report was prominently covered by Ma’ariv last weekend. The media coverage provoked calls in the Knesset this week to investigate the NIF and its operational arms in Israel, both through regular committee hearings and perhaps through a parliamentary investigative panel.

 

These calls are extraordinary because they represent the first time in a decade that the legitimacy of these NGOs has been seriously scrutinized. 

 

Since the Palestinians began their terror war against Israel in September 2000, NIF-sponsored groups have worked steadily to intimidate political leaders, law enforcement officials and military commanders to toe their anti-Zionist line. In the wake of the PLO-incited riots in the Israeli Arab sector in October 2000, the overtly anti-Zionist NIF-funded Adalah group agitated for the formation of the Orr Commission. Charged with investigating the police who quelled the rioting rather than the rioters whose violence forced the prolonged closure of major highways to Jewish traffic throughout the country, the Orr Commission had a devastating impact on the police’s morale and organizational culture.

 

Adalah successfully cowed the Barak government into agreeing to rules of inquiry for the commission that denied police officers even minimal rights of due process. They were not allowed to confront or question their accusers. In the aftermath of the commission’s public hearings – which amounted to little more than show trials – the careers of several dedicated officers were destroyed. As a consequence, police commanders began curtailing their law enforcement activities in Arab villages. Everything from illegal building to livestock theft to incitement to war against Israel has gone uninvestigated and unpunished.

 

Furthermore, the Adalah-instigated and orchestrated Orr Commission empowered the most radical voices in Israeli Arab society. Supported by Arab political leaders, Adalah published a manifesto calling for the destruction of Israel as a Jewish state. Bishara’s suspected espionage for Hizbullah, and the legal establishment’s self-evident fear of prosecuting him for treason, are also the direct consequence of the Orr Commission.

 

As for the IDF, NIF-funded organizations have played a key role in organizing the weekly riots at flashpoints like Ni’ilin and Bi’ilin and in the recent expansion of these riots to other places in Judea and Samaria like Neveh Tzuf. Supported by anti-Israel activists from Europe and the US, these riots have had a devastating impact on the IDF’s morale and its ability to defend Israeli communities.

 

The NIF-funded pro-Palestinian group B’Tselem provides the rioters with video cameras with which they regularly shoot distorted footage. Their canned films portray Israeli civilians seeking to defend themselves from the rioters as attackers. They portray IDF soldiers trying to keep order and protect Israeli civilians as violent bullies. B’Tselem gives these films to its supporters in th
e Israel media, which broadcast them as credible footage and demand that the IDF open investigations against its officers for carrying out lawful orders.

 

On the defensive, the IDF is compelled to curtail its operations and Israeli civilians, now demonized, are viewed as legitimate targets for terror attacks. One recent film of the rioting outside Neveh Tzuf posted on YouTube shows border policemen simply fleeing the scene and leaving the residents of the community to fend for themselves.

 

Im Tirtzu’s offensive against the NIF sparked outraged protest among the NIF’s supporters on the far left in Israel and in the US. Everyone from Ma’ariv’s in-house anti-Zionist reporters Maya Bengal and Meirav David to J Street have piled on, attacking Im Tirtzu’s financial backers and seeking to demonize the organization by referring to it as extremist, far right, racist, fascist, out-of-the-mainstream and all the other routine far-left terms used to demonize Zionists. 

 

What is most encouraging about the aftershocks of the Im Tirtzu report is that the Left’s attempts to demonize it have so far failed. Indeed, the loudest voices calling for an investigation of NIF and its sponsored organizations have been MKs from Kadima.

 

THE HARSH truth is that the main cause of Israel’s poor performance in Cast Lead and the Second Lebanon War was the Olmert government’s ideological dependence on the far left and its central contention that it is Israel’s presence in contested areas rather than our enemies’ commitment to Israel’s destruction that causes wars. Owing to their allegiance to this falsehood, Ehud Olmert and Tzipi Livni were unable to prosecute the wars to victory militarily, justify the limited steps they did take to defend Israel diplomatically, or discredit the rising chorus of Israeli NGOs arguing that Israel had no right to defend itself politically.

 

Since Cast Lead, however, two important things have happened. First Kadima was replaced by the Likud. Prime Minister Binyamin Netanyahu rightly recognized the Goldstone Report as a strategic attack against Israel. If Israel has no right to defend itself; if its moves to do constitute war crimes, then Israel cannot fight, cannot win and will be destroyed. Rather than give credence to the report, Netanyahu has made discrediting it one his primary aims in office. And to counteract its force, among other things, for the first time since the start of the Oslo peace process with the PLO, Israel’s government is asserting the Jewish people’s right to Judea and Samaria.

 

Beyond that, Kadima itself has changed its tune. Now in the opposition, Kadima no longer needs to defend its rejected plan to unilaterally withdraw from Judea and Samaria. Mahmoud Abbas’s refusal of Olmert’s offers to withdraw Israelis civilians and military personnel from nearly all of Judea and Samaria and to cede sovereignty in Jerusalem discredited the notion that it is possible to make peace with the Palestinians. Most importantly, the fact that Goldstone castigates Livni and Olmert as war criminals requires Kadima to fight all forces – including the far left it previously supported – that give credibility to Goldstone.

 

These developments clear the way for the Netanyahu government to take steps to neutralize the potency of these groups. The government should move swiftly to order the police and the IDF to enforce the law against these groups and their allies. It must also provide the political support to police and military commanders in the field to empower them fulfill their orders without fear that they will be persecuted for doing their jobs.

 

If the government seizes the opportunity to weaken these subversive groups, not only will it be making it clear that the political open season on Israel is over. It will be clearing the way for any future war to end not only in military victory, but in political victory for Israel as well.

    The NIF wolves in sheep’s costume have good reason to fear for their end is near.
    It is good to see Israel slowly detaching itself from the long failed land for peace Oslo scam it fell for head over heels back in 1993.
    It is shocking that it took so long.I ascribe this to the mental illness of liberalism which gives moral equivalence between the forces good and evil.
    It’s ok to call evil what it is and to destroy it before good Israel is destroyed.
    It is stupid to allow them to grow and fester into a greater threat and this is where Israel is today.

    I do hope Israel is recuperating and that these NIF groups and all others can be seen as the cancer on the body of Israel which has almost killed the nation.

    I want to pose a seemingly marginal and irrelevant question. Still, I would want to ask Caroline: Why do you think that branding the NIF-supported NGOs “anti-Zionist” is helping Israel’s cause more tahn if you termed them “anti-Israel”? I think this latter is wightier than the anti-Zionist one. But maybe I’m wrong. I would think thata reasonably neutral observer/reader would take better note of my suggested label instead of the writer’s.

    Netanyahu also needs to lessen Israeli dependence on US military hardware and spare parts. This is not going to happen as Israel has just gotten a $3 Billion military aid deal with the US. So instead of telling the USA to take a hike when Israel goes too far in defending herself or takes more than a week in doing so, Israel will once again be forced to stop operations by the threat of the US stopping its arms shipments. It happened during a friendly President like George W. Bush and can be expected to happen much much sooner under a hostile President like Barak Hussein Obama.
    Netanyahu needs to lessen Israeli dependence on the US to keep Russia from intervening on behalf of its Syrian ally and their proxies in Lebanon. However the only I way I see that as being possible is being willing to threaten Russia with thermoneuclear war.
    Netanyahu needs to lessen Israeli dependence on European trade. The Europeans will use Israelis defending their country as an excuse for boycotting Israeli goods.
    All this would take extremely determined leadership which Netanyahu does not possess. As usual he will finesse the issues and reach compromise with Israel’s enemies.

    Prime Minister Netanyahu needs to support the New Israeli Guardsmen, as they embody Zionist ideals that made Israel great. With the proper funding, the NIG might become an effective counterpoint to the post-Zionist NIF. It appears that a regional Mid-East War is coming soon. Even Syria, has a renewed boldness to threaten Israel, due to its ties to Iran. Israel’s enemies have forgotten that it’s unwise to start a war with Israel. The next war will change the face of the Middle East, and Israel will triumph over its enemies.

    No crisis should go unexploited.
    Israel has a fifth column – there is not much doubt.
    It is getting bigger by the day – no doubt.
    Sooner or later, it will have to be confronted. What better opportunity if the fifth column shows its hand.

    An independent review of both the Goldstone report and Im Tirtzu’s claims found that there were 450 sources cited by the Goldstone report, and that those sources were predominantly Israeli officials.
    Only 16 of those 450 sources were NIF grantees, which together provided a total of 14% — not 92% — of the overall information in the Goldstone report.
    Those 16 organizations constitute only 2% of NIF’s 800 grantees, the other 98% of which are everything from synagogues to rape crisis centers. Even then, NIF is not the only philanthropy in Israel funding these organizations, and it is not necessarily even their greatest benefactor.
    All of this would have been apparent had you bothered to even look.
    Now, as it’s clear that you differ with NIF on how essential human rights watchdogs are to the character and function of democracy — a difference of opinion, mind you, that comes with the territory of living in a democracy — nonetheless all you’re doing by repeating Im Tirtzu’s false claims — because NIF isn’t going anywhere — is throwing gas on the cross burning on Naomi Chazan’s front lawn.
    I should hope that if you have any respect for the struggles of your gender in Israel, and any awareness of the efforts Chazan has made to protect and empower Israeli women, that you should feel at least the tiniest bit ashamed of yourself for now helping cause this woman, from whose efforts you benefit daily, to live in fear for her security.

    As individuals, we all know, or as adults, we should know by now!, that if we walk away from truth, we will [always!] reap confusion in our lives.
    IMO, Israel’s security [and existence!?] will always be ‘in the balance’ while its political leaders are willing to make [political] compromises [relating to Israel’s security and Israel’s right to exist], which are not based in truth.
    And, imo Israel’s security will always be ‘in the balance’ while Israel’s sworn, and determined enemies [ISLAMISTS] do not fear Israel.
    And while those enemies do not [themselves] recognise Israel’s determination to prosecute it’s right to defend itself.
    Coming back to the question of our commitment to truth, the question needs to be asked;
    Do Israelis themselves, feel a reverence for themselves [as a people], for their nation, and for their ancient land?
    I confess i am an outside observer [and, i am not Jewish], but i am a person who does wish Israel and her people well.
    And as an outsider, i declare that i recognise and acknowledge the right of the Jewish people, to live in their ancient homeland.

    Mr./Ms. Awful (indeed you are), don’t waste your breath. Your despicable attempts to emotionally blackmail Ms. Glick into agreeing with you will be hopefully futile. That is because, dear sir or madame, Caroline Glick has this incredible and rare quality called thinking, and from the head (where the brain is located) which means that appealing to sentimental and maudlin sides, in any thinking individual, in order to alter that person’s convictions and opinions is a total waste of time.
    Trust me, I’m sure she knows how specious and amazingly dishonest (on all levels) to say the least are all those claims of feminazis such as Chazan and her ilk about the “Oppressed Israeli Woman” – you should look for your oppressed woman elsewhere, in those countries dominated by that religion you so admire, and I’m sure you all know precisely what I’m talking about. So don’t give me that rubbish. Moreover, you have absolutely no right to implicate Ms. Glick in any way, shape or form in the (allegedly) illegal actions of others, based solely on her thoughts expressed here. The sacred freedom of speech, remember? But then you moral relativists and post-modern ghouls have regard for such nice things as democracy, freedom and equality only when it concerns your own agendas and biases Just as an aside, your and Chazan’s ilk are always claiming that women are (or should be) more equal than men, if not explicitly then through your outrageous and spurious claims about both genders – which is a perfect encapsulation of your perverted world view, and the same warped logic is applied to everything else, including the Israeli-Arab conflict.

    Israel is still paying for the failure to pursue a victory in Operation Cast Lead by eliminating Hamas. The eradication of Hamas would have exposed the murderous terror state they had set up in Gaza. Instead of being beset by the ankle-biters of left for imagined human rights abuses as is now happening, Israel would have praised by its supporters and grudgingly acknowledged by its detractors that it a good thing had been done.
    Israel simply cannot afford to fight wars like Operation Cast Lead anymore. As you have indicated Israel’s enemies have become more sophisticated fighters. Israel’s failed wars against them have taught them what to do and what not to do in order to survive. An analogy can be made to the treatment of a disease, say tuberculosis. An incomplete dose will not cure the disease but lead to antibiotic resistant organisms that make eradicating the disease much more difficult. Similarly, by not completely defeating its enemies Israel makes them stronger.
    In the next war Israel must unleash the full force of its military with the sole purpose of completely defeating the enemy. This means that “just war” doctrine, that is given lip service by all the militaries of the West, must be disregarded. “Just war” is essentially pacifistic in all but name. The moral preening about the great lengths Israel has pursued to avoid non-combatant casualties in the last two wars is counter-productive. War is hell and civilian casualties are part of it. The citizens of Gaza, Lebanon, Syria and Iran are responsible for the conduct of their governments. Israel and its enemies would do well to remember the word of General William Tecumseh Sherman who finally defeated the South in the Civil War:
    “War is the remedy that our enemies have chosen, and I say let us give them all they want.”

    A decade ago I wrote a novel depicting this scenario, exactly. I t almost happened in 2000. 2010 is another chance for this eventuality to materialize.

    Caroline the Goldstone report is nothing more than an anti-Semitic tool to discredit Israel.
    First and foremost the IDF has a pretty good track record of doing it right and should not have to answer to the anti-Semitics of the world.
    More importantly Israelis need to come together and avoid infighting. The various anti-Israel factions will do anything and everything to promote discord.
    Those responsible for “Operation Cast Lead” should be ashamed for putting the IDF through maneuvers that resulted in nothing more than grief for Israel.
    “Operation Cast Lead” objective should have been to remove and destroy Hamas the terrorist group claiming to be a political organization.
    Again whoever was in charge of the last military engagement in Lebanon failed to allow the IDF to dismantle Hezbollah another terrorist group bound and determined to kill Jews, like Hamas are proxies for Iran.
    Israel needs to take control and start deporting those Palestinians who are attempting to make Israel look like the monster Jewish State.
    Unfortunately the U.S. has an anti-Israel and anti-Semitic president always looking for ways to throw Israel under the bus.
    Time for Americans to wake up, especially liberal American Jews who support this character. Time to stand up for Israel our only true friend, ally and democracy in the ME.

    Dear Caroline,
    It’s tough for an American to contradict the winds of war that you see blowing at Israel from all sides including its insides. I am far removed from the front lines of the battle you embrace every day to keep Israel safe and secure in a very tough neighborhood full of nations that get gold stars even for mentioning its destruction. The growing threat of Iran is more real than I fear the key governments of the US and the EU recognize. That said, I am one who sees the left in a Democracy as a vital component in the dialogue of the nation. I do not think the NIF and the sixteen NGO’s in question that its supports present any threat to the security of the State of Israel. I believe in free speech equally for Im Tirtzu on the right and B’Tselem on the left, (not unlike the ADL). As for Goldstone, I believe that it is in Israel’s own interest to support an independent investigation even as it identifies the realities of the asymetrical war it was forced to fight against a state sponsored militia hidden in the civilian population that it rules.

    The U.S. House of Representatives voted overwhelmingly to condemn the Goldstone Report. A few leftists, like Minnesota’s Keith Ellison (D-Minn.) and Betty McCollum (D-Minn.), held out and refused to support the resolution. That did not provoke any noticeable reaction from left-leaning Jewish groups, which are great protectors of Muslims everywhere.

    The Fifth Column Netanyahu is going after are the Jewish settlers. He sends his Gestapo goons to Gilad Farm to illegally haul out settlers at 4am whom they suspect of maybe stabbing an Arab a month ago. When the settlers complain about being assaulted by Arabs the police and IDF ignore them. It’s the British Mandate all over again this time with a Judenrat government.

    Something the Israeli media left out from this news is the training this killer received at the hands of the US under US ARMY General Keith Dayton in Jericho.
    What other nation has such fools in government that allows a foreign army to train it’s enemy to kill Jews better than they knew to do before ? Only Israel

    Mr. Snider defends the leftists by arguing that their voice needs to be heard in the deliberative processes of self-government. I would qualify that. Everyone who has something to say should be heard, and all reasonable points of view, expressed in good faith, should be evaluated in deciding political questions. However, if someone is participating in the deliberative process not to advance a view, but to derail the process, assist the nation’s enemies, or undermine the nation’s ability to act, he is not participating in good faith but has an ulterior purpose.
    Rights, including political rights, are relative to the situation. With enemies around it and within it, Israel cannot afford to give the benefit of the doubt to bad-faith participants in the political process. You need to figure out where to draw the line between good-faith debate and hostile sedition. Seditious groups should be outlawed.
    Here in the U.S.A., we are very bad at making that necessary distinction. As a result, Hamas-linked groups like CAIR and ANSWER operate with impunity. That cannot continue.

    I predicted that Iran would attack several embassies like they did to the USA’s, or blast a EMP over Iraq or even Israel if it could go unsigned. But I’m sure it couldn’t. Then it occurred to me: The Boy who cried ‘Wolf’, of course in a twisted, perverse, Islamist sort of way:
    Well, I’m relieved that my ‘predictions’ didn’t work out … yet. Ama-dina-job may have just wanted to see what the chatter was, or like ‘The Boy Who Cried Wolf’ … works if you say you’re going to kill someone over and over …. and don’t, until you stop listening …. and wham… you’re dead.
    The risk to the ‘Boy’ is that if you believe him and pre-empt his ‘bluff’, you win, for you understand it is not a bluff, but a strategy to catch you ‘off guard’.
    What is telling is that he is producing enough weapons grade stuff to be able to carry out his plan… not now when he is saying it, but later…. when we are ‘sick’ of hearing him say it….
    So timing is really important. My advice is not to ‘Waste Timing.’

    Good stuff Caroline,I`m glad to see Israel is aware of the attacks that come from sometimes good groups that either become compromised or are fully funded under condition of hurting Israel ,in whatever and by whatever means necessary to acheive their ultimate goal of destroying your state,whether intentional or not the end result is the same,every NGO in Israel needs careful scrutiny and periodic,unscheduled follow up.We should also tap into the knowledge that other nations citizenry have,as many of us have seen their tactics before,and would hate to see them succeed in Israel.The little seeminly harmless togooders get infiltrated and have huge budgets.

    Marcel I like the way you think!!! You express eloquently what I’m thinking. “If God be for you who can be against you’ With God ALL things are possible”. I wish the Israelie people could grasp this vision and abandon all who disagree. God has such a wonderful sense of humor…”When God says woe to you,it’s extremely bad for you and so the winds of war are directed at these treacherous folks and not the righteous in Israel.
    The NIF wolves in sheep’s costume have good reason to fear for their end is near”. What a legand they are in their own minds, I see Is. 17 on the horizon. I see God in His perfect will drawing these parasites into their own demise. God will have His way and all who are against Him will perish. Wish that they could have a change of heart, but it is an everlasting hatred!

    Here’s what God says of this matter: Jeremiah 31:35-37….Thus saith the Lord, which giveth the sun for a light by day and the ordinances of the moon and of the stars for a light by night, which divideth the sea when the waves there of roar; The Lord of Hosts is his name; If those ordinances depart from before me, saith the Lord, then the seed of Israel also shall depart from being a nation before me forever. Thus saith the Lord; if heaven above can be measured and the foundations of the earth be searched out beneath, I will also cast off all the seed of Israel for all they have done, saith the Lord. (I have not seen this done by man yet 🙂 )
    That sums it up, it is God’s land and God’s people! There will always be a remnant of GOD’s people and no force in heaven or earth will prevent this. As the storm clouds are brewing and all the world is abandoning Israel and her neighboring enemies are closing in Is.17:14(Damascus before morning is NOT) looks very near. God says our ways are not His ways and a 1000yrs is like a day. He is eternal and outside of time…so they should not think that he has forgotten them or is slack in judgement. It’s only been about six days since creation and the 7th day is His perfection when He rested. Sounds like He’s beginning to wrap things up and judge Israel’s enemies and draw them back to Him. Trouble is with man it usually take a fire to drive him up the mtn. otherwise he just stays in the valley.
