When rhetoric rules the roost

There is something pathetic about what passes as European foreign policy these days. Quite simply, more often than not, the concerted positions of the EU member nations have nothing to do with any of their national interests.

 

 

Take the EU’s initial response to the killing of Hamas terror-master Mahmoud al-Mabhouh in Dubai on January 19. A senior terrorist engaging in the illegal purchase of illicit arms from Iran for Hamas-controlled Gaza is killed in his hotel room. The same Dubai authorities who had no problem with hosting a wanted international terrorist worked themselves into a frenzy condemning his killing. And of course, despite the fact that any number of governments, (Egypt and Jordan come to mind), and rival terrorist organizations, (Fatah, anyone?) had ample reason to wish to see Mabhouh dead, Dubai’s police chief Lt.-Gen. Dahi Khalfan Tamim blamed Israel.

 

 

Not only did he blame Israel, to substantiate his claims, Tamim released what he said was video footage of alleged Mossad operatives who entered Dubai with European and Australian passports.

 

 

Relying only on Tamim’s allegations, EU leaders went into high dudgeon. Ignoring the nature of the operation, the basic lack of credibility of the source of information, and the interests of Europe in defeating jihadist terrorism in the Middle East and worldwide, the chanceries of Europe squawked indignantly and threatened to cut off intelligence cooperation with Israel.

 

 

In Britain for instance, Foreign Office sources told the Daily Telegraph, “If the Israelis were responsible for the assassination in Dubai, they are seriously jeopardizing the important intelligence-sharing arrangement that currently exists between Britain and Israel.”

 

 

It reportedly took the intervention of the highest echelons of Europe’s intelligence agencies to get their hysterical politicians and diplomats to stop blaming and threatening Israel. After being dressed down, on Monday, the chastened EU foreign ministers abstained from mentioning Israel by name in their joint condemnation of the alleged use of European passports by the alleged operatives who allegedly killed the terrorist Mabhouh.

 

 

And lucky they held their tongues. Because on Tuesday, Tamim claimed that after the hit, at least two of the alleged members of the alleged assassination team departed Dubai for Iran. It’s hard to imagine Mossad officers feeling safer in Iran than in Dubai at any time and certainly it is hard to see why they would flee to Iran after killing an Iranian-sponsored terrorist.

 

 

What the initial European reaction to Tamim’s allegations shows is that blaming Israel has become Europe’s default foreign policy. It apparently never occurred to the Europeans that Israel might not be responsible for the hit. And it certainly never occurred to them that cutting off intelligence ties with Israel will harm them more than Israel.

 

 

They didn’t think of the latter, of course, because Europe has no idea of what its interests are. All it knows is how to sound off authoritatively.

 

 

THIS HAS not always been the case. It was after all Europe that brought the world the art of rational statecraft. Once upon a time, Europe’s leaders understood that a nation’s foreign policy was supposed to be based on its national interests. To advance their nation’s interests, governments would adopt certain policies. And to facilitate the success of those policies they developed rhetorical arguments to explain and defend them.

 

 

Contemporary European statecraft stands this traditional foreign policy model on its head. Today, rhetoric rules the roost. If actions are taken at all, they are adopted in the service of rhetoric. As for national interests, well, the Lisbon Treaty that effectively bars EU member states from adopting independent foreign policies took care of those.

 

 

With national interests subordinated to the whims of bureaucrats in Brussels, Europe does little of value in the international arena. As for its rhetoric, as the EU’s rush to threaten Israel for allegedly killing a terrorist shows, it is cowardly, ineffectual and self-defeating.

 

 

If the Mossad did in fact kill Mabhouh, then the operation was an instance in which Israel distinguished itself from its European detractors by acting, rather than preening.

 

 

Unfortunately, such instances are increasingly the exception rather than the rule. Over the past 16 years or so, Israel largely descended into the European statecraft abyss. Rather than use rhetoric to explain policies adopted to advance its national interests, successive Israeli governments have adopted policies geared toward strengthening their rhetoric that itself stands in opposition to Israel’s national interests.

 

 

Take Israel’s positions on Iran and the Palestinians, for instance. Regarding the Iranians, Israel’s national interest is to prevent Iran from acquiring nuclear weapons. Today, the only way to secure this interest is to use force to destroy Iran’s nuclear installations.

 

 

Given Iran’s leaders’ absolute commitment to developing nuclear weapons, no sanctions – regardless of how “crippling” they are supposed to be – will convince them to curtail their efforts to build and deploy their nuclear arsenal.

 

 

Beyond that, and far less important, the Russians and the Chinese will refuse to implement “crippling sanctions,” against Iran.

 

 

IN LIGHT of these facts, it is distressing that Israel’s leaders have made building an international coalition in support of “crippling” sanctions against Iran their chief aim. And this is not merely a rhetorical flourish. Over the past several weeks and months, Israel’s top leaders have devoted themselves to lobbying foreign governments to support sanctions against Iran.

 

 

Last week Prime Minister Binyamin Netanyahu went to Moscow to gin up support for sanctions from the Russian government. This week, Defense Minister Ehud Barak traveled to the UN and the State Department and Strategic Affairs Minister Moshe Ya’alon flew off to Beijing just to lobby senior officials to support sanctions.

 

 

It isn’t simply that this behavior doesn’t contribute anything to Israel’s ability to destroy Iran’s nuclear installations. It harms Israel’s ability to do so, if only by diverting our leaders’ focus from where it should be: preparing the IDF to strike and preparing the country to withstand whatever the aftereffects of such a strike would be. Moreover, by calling for sanctions, Israel contributes to the delusion that sanctions are sufficient to block Iran’s race to the nuclear finish line.

 

 

As for the Palestinian issue, it is fairly clear that at a minimum, Israel’s interest is to secure its control over the areas of Judea and Samaria that it requires to protect its Jewish heritage and its national security. But it is hard to think of anything the government has done in its year in office to advance that basic interest.

 

 

It is argued that Israel’s interest in maintaining good relations with the US administration trumps its interest in strengthening its control over areas in Judea and Samaria that it deems vital. The problem with this argument is that it takes for granted that Israel can determine the status of its relations with the US administration. In the case of the Obama administration, it is abundantly clear that this is not the case.

 

 

President Barack Obama and his senior advisers have demonstrated repeatedly that they are interested in weakening – not strengthening – the US alliance with Israel. This week the administration condemned Israel for defining the Cave of the Patriarchs in Hebron and Rachel’s Tomb in Bethlehem as national heritage sites. The fact that they are national heritage sites is so obvious that even President Shimon Peres defended the move.

 

 

Moreover, Adm. Michael Mullen, chairman of the US Joint Chiefs of Staff, reiterated for the millionth time this week that he opposes military strikes against Iran’s nuclear installations. That is, for the millionth time, the top US m
ilitary officer effectively said that he prefers a nuclear armed Iran to an Israeli strike on Iran’s nuclear installations.

 

 

In the interest of strengthening Israel’s ties with a hostile administration, the Netanyahu government has adopted rhetoric on the Palestinian issue that is harmful to Israel’s national interests. It declared its support for a Palestinian state, despite the fact that such a state will define itself through its devotion to Israel’s destruction.

 

 

It has outlawed Jewish construction in Judea and Samaria, despite the fact that the move simply legitimizes the Palestinians’ bigoted demand that Jews be barred from living in Judea and Samaria.

 

 

And it has advocated on behalf of Palestinian leaders like Mahmoud Abbas and Salam Fayyad who refuse to accept Israel’s right to exist.

 

 

Indeed, if Israel were to reject the current European model and craft a foreign policy that advanced its national interests, one of its first acts would be to point out that the unelected Palestinian Prime Minister Fayyad is not a man of peace.

 

 

Just this week, Fayyad threatened to respond with a religious war to Israel’s classification of the Cave of the Patriarchs and Rachel’s Tomb as national heritage sites. Last Friday he joined rioters at Bil’in to attack Israel’s security fence. Fayyad has taken a lead role in the campaign to implement an international boycott of Israeli products. Over the past couple of years he has sought to take control over the PA’s security forces not to fight terror, but to prevent Israel from fighting terror. Finally, since the Hamas victory in the PA legislative elections in 2006, he has overseen the transfer of hundreds of millions of dollars to Hamas.

 

 

In short, Fayyad, a former World Bank employee, is not a “moderate,” as his supporters in the US and Europe claim. He is a fiscally sound terror financier and sponsor, actively waging war against Israel.

 

 

RECENT REPORTS indicate that IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi – who strangely received a nice medal from Mullen two years ago – is the main opponent of an Israeli military strike against Iran’s nuclear installations. If this is true, then Ashkenazi must either be forced to change his position or lose his job. The Iranian threat is too great to place in the hands of a commander the US reportedly views as its “friend” in Israel’s decision-making circles.

 

 

As for the Palestinians, the situation will not be remedied simply by firing a few incompetent office holders. For 16 years, in the interest of enhancing the country’s ties with Europe, and to a lesser degree with the US, successive Israeli governments have ignored Israel’s vital national interest in maintaining its control over Judea and Samaria. Indeed, they have preferred Euro-friendly, and Israel-unfriendly rhetoric to the sober-minded pursuit of Israel’s national interest.

 

 

Yet as Europe’s immediate response to the Dubai operation makes clear, Europe itself has abandoned the sober-minded pursuit of its own interests, in favor of cowardly, feckless, self-defeating rhetoric. Obviously Europe should favor Israel over a Hamas terrorist. But in its current state of strategic imbecility, no European leader can acknowledge this basic fact. Consequently, Europe may well be doomed.

 

 

To avoid Europe’s encroaching fate, Israel must abandon its current course. The purpose of rhetoric is to support policies adopted in the pursuit of a nation’s interests. And Israel has interests in need of urgent advancement.

    With a growing debt-driven crisis and appeasement toward Totalitarian Islam, Europe is heading for a train wreck. However, Israel will not go the same way as Europe, in spite of mixed messages from Israeli officials. Israel cannot underestimate the diabolical aims of Islamists, who are bent on destroying Israel no matter the cost. As Iran comes closer to its first nuclear test, the West is afraid to confront Iran. Crippling sanctions will have no effect on deterring Iran from joining the “Nuclear Club.” A nuclear-armed Iran cannot be allowed, indeed.

    Reading your column it is clear you are a partisan and not an honest observer of the situation in the Middle East. References to ‘Judea and Samaria’ for Occupied Territories give you away. Hence, you cannot be taken seriously.
    Sorry! I thought I could learn something from your column — instead, I found only idiocy and diatribe.

    Sanctions are never likely to work on Iran. However, one way to force the rest of the world to enact really tough sanctions on Iran is to encourage the thought that Israel is planning a military action. The best way to do this is by continual denial that such an action is being planned.

    Excellent article Caroline. It is a shame but the Europeans have now adopted the default position of the Islamists which is that everything wrong in the world happens because of Israel. Gimme a break. Anti-semitism across the world is raising it’s ugly head which is why it is important that allies of Israel like the USA need to help stand with Israel during this critical time in history. Unfortunately everything that is good has become bad, and what is bad has become good.
    Praying that the bond between the USA and Israel remains strong forever. 🙂

    I have read Caroline’s commentaries for quite some time now and find them always to be enlightening and useful in understanding the current events in Isreal in contrast to the limited news coverage we recieve in the United States. I admire the honesty of conviction found in the columns and the willingness to anger and or offend everyone and sometimes everyone on both sides of an issue. If given the opportunity I would very much like to meet Caroline someday.

    The winds of war are blowing throughout the Middle East. These winds are fanned by the likes of Syria’s president, Assad, terrorist organizations like Hamas, and the fanatical president of Iran, Ahmadinajad. Like you Caroline, it is my hope that Israel’s leadership will stop courting the EU and begin thinking about how to secure the people of Israel who are surrounded by a sea of enemy combatants.

    What is appalling about the assassination of Mahmoud al-Mabhouh is that Israel has not claimed responsibility for it. As you have noted he was a cold blooded killer who got what he so richly deserved. My guess is that the Mossad did it and spread misinformation about the operatives fleeing back to Iran. The Iranians usual modus operandi is to use car bombs for their wet work. However I digress.
    If Israel was confident enough to admit to the killing of Mahmoud al-Mabhouh they wouldn’t resort to the long, hopelessly inefficient process of eliminating their enemies one at a time in the first place. In Operation Cast Lead Israel had the opportunity to eliminate scores of Mahmoud al-Mabhouhs and even the Euro eunuchs would have hardly made a squeak. To the Euros the death of one terrorist is a tragedy; the deaths of scores of terrorists is ho-hum.
    This interminable, low level warfare that the West engages in against the Islamofascists solves nothing. If you kill one terrorists mastermind another takes his place. The excruciatingly slow pace of combat also allows the enemy time to learn your tactics and how to respond to them. The increasing sophistication of IEDs and suicide bombs are some examples. While the Predator UAVs are useful weapons they can never replace occupying enemy territory. This is why destroying the Taliban and al Qaeda in Pakistan has been a failure.
    However, as you mentioned many times, the main failure in this war is the refusal of the West to acknowledge that the enemy is militant Islam and the main proponent of this ideology is Iran. Whether or not they admit it, Iran is the source of inspiration and succor to all Islamic militants around the world. The destruction of militant Islamism in Iran would completely demoralize them and seemly intractable military situations in Gaza, Lebanon, Syria, Afghanistan and Pakistan would resolve themselves in short order.

    What is the root of the word ‘Judea’???
    On a day in 1967, Arab Jordanian moslem occupants of Judea and Samaria, went to bed as Jordanians, and the next day they woke up as ‘Palestinians’.
    Jordanians lost ‘their land’ of Judea and Samaria, and E. Jerusalem, when they unsuccessfully tried to destroy the state of Israel in a war of conquest.
    Wars have always been regarded as a huge “Reset button” on all property rights, for nations and individuals.
    BUT, they, ‘Palestinians’, [proxy Jordanians, proxy moslems, for the worldwide Ummah], reject the loss of ‘their land’ [moslem land].
    Why?

    Caroline, your right about the initial response to the killing of Mahmoud al-Mabhouh.
    Let’s say it’s the standard knee jerk reaction, why, first of all who would be cleaver enough to pull it off, the Israelis of course. They usually get their man. Well who ever did it, thanks.
    Israel has to forget about sanctions against Iran. Unfortunately the U.S. has a weak and wimpy president who leans towards the Islamic world. He is no friend of Israel.
    In fact PM Netanyahu should not be concerned about meeting with the arrogant Barak. In the past U.S. presidents have taken on the role as a world leader, this ended with Barak the imposter.
    Israel should concentrate on dealing with Iran alone while the other nations including the U.S. talk the talk. Remember little Hitler of Iran threatened to destroy Israel, not the U.S. or any other nation.
    Again Israel needs to quit worrying about world opinion. She needs to take control of Judea and Samaria and deport any Palestinian and any other Arab not willing to live under Israel law.
    Fayyad wants to lead a campaign to implement an international boycott of Israeli products, fine; time has come for Israel to turn off all utilities to Gaza and other areas occupied by the Palestinians.
    Also time to crack down on the Palestinian rock throwers and deport the trouble makers.

    I guess I`m pro-Israeli also, like most Americans,though the government doesn`t reflect it,the only reflection they see is thereselves,a couple points Bill,your correct about the technology not getting job done,see there`s an ideaology that thinks they can sanitize warfare,however the consequences of that ideaology are that warfare will pit machine against machine,much easier to engage in act of warfare if life isn`t involved therefore warfare will become more prevailent,second consequence is that when somebodies machine looses it will then come back to people using guns,you really can`t sanitize war its hell and people must get killed to the point somebody gives up,thats why its essential to do all to avoid political failure,and unfortunately Bill right now political ldrs.are clueless.I pray they don`t start a revolution,just today I heard a smart guy say we needed thousands of mythical amendments to stop legislation we can`t afford,thats where administration is,screw the public were gonna bankrupt everyone,well thats not gonna be pretty,land of most comm.,transportation,weapons,being set up to attack itself,who`s behind it is only question.

    Dear Caroline,
    your article ‘When rhetoric rules the roost’ and its criticism of the EU is the most biased and ignorant commentary on EU foreign policy and the Dubai ‘Row’ I have ever read, you are either so in need of pleasing your paymasters at the JPost (is someone sawing at your chair?), have a complete lack of understanding of foreign relations and Israel’s relations with the EU or the third possibility is that you like many in the community have become such an arrogant megalomaniac and also think Israel is above the law, above the international community, above the UN and only needs to control the ‘big dog’.
    The criticisms of a largely supportive EU are inflammatory, irresponsible and completely lacking in perspective.
    These types of comments are unwelcome and both dangerous and inflammatory – you are either ignorant or you just don’t care, either way you completely missed the point, this Dubai assasination was politically hazardous, short-termist, badly planned and a big own goal for Israeli foreign relations. This will undermine intelligence relations and community relations in the affected countries for some time to come.
    Regain some perspective; the EU (and Australia) are friendly states which Israel has worked hard to develop good relations with, Mossad has failed to recognise the damage this could do to relations with these countries and has acted in a morally hazardous way and damaged long term relations.
    When you feel safer in your job, try gaining some real moral courage and aiming your criticisms at those who delivered this own goal for Israel not at the friendly states who have every right to take any action to protect their reputation.

    The only chance for Israel’s survival is as quickly as possible implementing a two state solution. The Arab countries are growing in strength. Recently Obama authorized the sale of a number of military helicopters to Egypt, while denying their sale to Israel. If Israel does not take steps to get on friendly terms with all of their neighbors, they will not survive in the future.
    With Muslims a growing contingency in the US (through immigration and natural growth) the Democrats will be pushed away from their reliance on Jews and towards a reliance on Muslims, and therefore a foreign policy which respects human rights.

    Re: Cave of the Patriarchs and Obama: Apparently President Obama doesn’t know that 168,000 Bibles are and have long been sold or given away every day, and in more than 1200 languages. Its legitmacy and historical veracity is attested to regularly, as archaeologist Eilat Mazur did even a few weeks ago. All Bible readers see the ancient testimony that this cave is an integral part of Israel’s history.

    God’s message to mankind, has ALWAYS been, that [to please our God] we should discern between good, and evil, and that we should separate ‘the precious from the vile’.
    …..and the suggestion in God’s word is, that that, is exactly, what God is doing with us, mankind, today.
    Jeremiah 15:19
    Therefore thus saith the LORD, If thou return, then will I bring thee again, and thou shalt stand before me: and if thou take forth the precious from the vile, thou shalt be as my mouth: let them return unto thee; but return not thou unto them.
    20 And I will make thee unto this people a fenced brasen wall: and they shall fight against thee, but they shall not prevail against thee: for I am with thee to save thee and to deliver thee, saith the LORD.
    21 And I will deliver thee out of the hand of the wicked, and I will redeem thee out of the hand of the terrible.
    In the world today, ‘a line in the sand’ has been drawn, which divides all of mankind into one of two camps.
    Those who align themselves with, or who appease ISLAM, are standing on the wrong side of that line in the sand.
    Israel and the Jewish people, in the world today, are in fact, fulfilling their destiny, they are accomplishing the spiritual ‘work’ which was assigned to them.
    What work?
    Their role as God’s servant, and the enduring role assigned to his people [throughout history], to be in the eyes of [the wicked of] mankind, a scapegoat.

    scapegoat = =
    1 a person who is blamed for the wrongdoings or mistakes of others.
    2 (in the Bible) a goat sent into the wilderness after the Jewish chief priest had symbolically laid the sins of the people upon it (Lev. 16).
    The God of Israel, is spiritually separating ‘his people’ from mankind, separating those who love light, from those who love darkness.
    Nothing can stop God’s plan.
    …it is man’s own nature, which is driving it forward.
