Israel’s opening to China

The growing power of the UN-based international community is one of the gravest emerging threats to Israel’s national security.

 

This threat stems from two sources. First, the
UN-led system of global governance is working to redefine international law by on the one hand whitewashing war crimes by states associated with the majority, and on the other hand rendering it illegal for unpopular countries to take action to protect themselves against aggression. Second, and most important, Israel has become the scapegoat of the UN-led international community. The 57-member Islamic bloc has built an automatic majority for its unrelenting and ever-escalating assaults on Israel’s right to exist.

 

The new – and false – interpretation of international law gives every General Assembly resolution the weight of binding Security Council resolutions and international treaties. Among this new “legal” regime’s most dangerous features is its bid to overturn state sovereignty by subjecting leading citizens of weak states to politically-motivated criminal prosecutions under the rubric of universal jurisdiction.

 

With Israel’s right to exist – let alone to defend itself – being denied in an avalanche of General Assembly and Human Rights Council resolutions, the acceptance of universal jurisdiction is a short step away from turning every Jewish citizen of Israel into an international outlaw.

 

THIS ESCALATING threat is already hurting Israel’s ability to carry out routine relations with foreign countries. Just last week the IDF was compelled to cancel plans to send a delegation of its officers to England for a joint conference on asymmetric warfare after British authorities were unable to promise that their guests from the IDF wouldn’t be arrested over spurious war crimes allegations during their stay.

 

During her visit to Israel this week, British Attorney-General Patricia Scotland made clear that the British government is unwilling to cancel Britain’s universal jurisdiction law despite the fact that anti-Israel activists exploit the law to abuse Israeli officials visiting her country.

 

In her view, the most important thing is for Britain to maintain its commitment to universal jurisdiction. Any mitigation of the right of unaccountable, anti-Israel British judges to issue arrest warrants would, in her mind, water down this most precious of legalisms.

 

While Britain demonstrates that it prefers international legal conceit to both justice and its bilateral relations with Israel, senior Israeli jurists are making clear that they prefer to maintain their good reputations in places like London over defending the actual legal rights of their country.

 

On Monday, former Supreme Court president Aharon Barak announced that in his view, Israel should accept the jurisdiction of the inherently anti-Israel International Criminal Court. In his words, “Israel is part of the international community, and it must conduct itself in accordance with the interpretation that is common in international law.”

 

The fact that this “common interpretation” is common only when convenient and is actually antithetical to international law and to the rights of nations is of no interest to Barak. Also of no interest to Israel’s international legal superstar is the fact that the institution set to do the judging is politically stacked against Israel, and that the Islamic bloc-dominated “international community” redefined international law for the purposes of the ICC to make all Israeli communities beyond the 1949 armistice lines criminal.

 

Concerned not only about the anti-Israel likes of Richard Goldstone but also about the likes of “international community” obsessed Barak, IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi this week ordered army commanders to integrate legal advisers in decision-making not only during the planning of battles, but also during battles themselves.

 

In an effort to offset some of the crushing pressure the UN-led international community is placing on Israel to stop defending itself, senior IDF officers have been dispatched to lobby US and UN officials. Unfortunately, it is hard to see how the IDF’s efforts to convince the UN or the US that it upholds international law will make any difference. The UN is a lost cause and under US President Barack Obama, America has been moving swiftly in the direction of Europe in accepting the authority of the UN as the linchpin of a morally-relativist, post-nationalist, philo-Islamic international system.

 

In his speech at the UN General Assembly in September, Obama renounced the US’s right to lead the international community when he proclaimed, “No world order that elevates one nation or group of people over another will succeed.”

 

Obama’s decisions to try terrorists as criminal defendants; to close the American military prison at Guantanamo Bay; to join the UN Human Rights Council; and to open criminal investigations against US intelligence operatives all demonstrate that the US supports the expansion of the power of the UN-led international system against actual international law that views independent nation-states rather than the UN as the foundation of the international legal system.

 

America’s behavior towards the UN today should serve as a reminder to Israel that we mustn’t put all our diplomatic eggs in America’s basket. If we wish to neutralize the threat the UN-based international community poses to our national interests, we must expand our international alliances.

 

IN OUR efforts we have a potential ally in China. One of Beijing’s abiding positions is that it opposes UN sanctions on individual states. In the Chinese view, such sanctions diminish national rights to sovereignty. It is on the basis of this claim that China has justified opposing sanctions against rogue states like Iran and North Korea.

 

Israel should make the case to the Chinese that China should back Israel in international institutions, by among other things vetoing UN Security Council resolutions against Israel. If in defense of the principle of sovereignty China is willing to block sanctions against Iran and North Korea, then surely Beijing should be willing to take the far more benign step of supporting Israel.

 

China’s willingness to buck the US and Europe in refusing to support sanctions against international rogue states has expanded China’s international influence by making it a country that cannot be taken for granted. Likewise, were China to block international sanctions against Israel, it would become an influential player in the big power game in the Middle East. And whereas its support for Iran and North Korea potentially endangers China by empowering destabilizing actors, support for Israel would serve China’s interest of enhancing regional stability since a strong Israel deters regional aggressors from stirring up trouble.

 

Israel should back up its approach to China with a prolonged public diplomacy campaign to educate the Chinese about the Jewish state. A groundbreaking effort in this field is being initiated this week by StandWithUs, the US-based Israel-advocacy organization. This week, StandWithUs members from Israel will travel to Harbin, China, to present a photography exhibit called “Inside Israel.” Their goal is to educate the Chinese about Judaism, Israel’s history and life in Israel.

 

It is true that China does not share Israel’s democratic values. Owing to this, it may be difficult for Israel to sustain a bilateral alliance with China over time. However, China and Israel share the distinction of being the two oldest, continuous civilizations. This shared direct line to antiquity can form the basis of a strong bilateral relation
ship. It is already a source of Chinese attraction to the Jewish state.

 

Over the past 15 years or so, Israel’s expanding trade ties with China have been a source of friction with the US. As the US turned a blind eye to Chinese theft of US military technologies at places like Los Alamos, New Mexico, American officials were quick to attack Israel for selling military technologies to Beijing. To placate Washington, Israel effectively ended its military sales to China in recent years. It is probably reasonable to continue this practice if only because there is a strong likelihood that China will sell Israel’s military technologies to the likes of Iran and Syria.

 

At any rate, it is not anti-American for Israel to cultivate closer ties to China. As America’s alliances with Israel and Saudi Arabia and its courtship of Iran and Syria show, international affairs are not and should not be monogamous. This has never been more apparent than now. The Obama administration’s moves to subordinate US foreign policy to the UN-based international community make it less clear that Israel can rely on the White House to veto anti-Israel resolutions in the Security Council.

 

It is fortuitous that this time, when Israel’s need to diversify its international affairs has become acute, that the foreign minister is not a Shimon Peres-type who believes that Israel’s ability to achieve its national interest is a function of the number of European cocktail parties he attends. Whatever Avigdor Lieberman’s drawbacks may be, they clearly don’t include excessive worship of the international community’s taste for opulent statecraft or a desperate desire to be loved by Europe.

 

From his first moments on the job, as the Obama administration subordinated the US’s joint interests with Israel to the president’s dream of establishing a Palestinian state by 2011, Lieberman moved quickly to diversify Israel’s international ties. Noting that his predecessors harmed Israel by behaving as though our international relations began and ended with negotiations with the Palestinians, Lieberman turned his attention to the great world they ignored.

 

In September, Lieberman travelled to Africa. There he bolstered Israel’s strategic ties with potential allies in Ethiopia, Kenya and Nigeria. In July, he went to South America with the declared goal of blunting Iran’s influence in the continent. In at least one of the countries he visited – Colombia – great potential exists for a strategic alliance.

 

On Tuesday, Lieberman reached out to the Balkans. During a meeting with visiting Macedonian Prime Minister Nikola Gruevski, he noted that the forces of global jihad are making a concerted effort to penetrate the Balkans through the Albanian and Bosnian Muslim communities. This encroaching threat should induce states like Macedonia to enhance their relations with Israel.

 

Lieberman should seek a diplomatic opening to China just as he has reached out to states in Africa, South America and the Balkans, as well as to Russia. With its Security Council veto, China would be a major asset to Israel in its bid to neutralize the UN-centered international community’s campaign to delegitimize its right to exist.

 

By supporting Israel, Beijing stands to lose nothing and gain a great deal. Just as China’s support for Iran has not harmed its trade ties – and its burgeoning military ties – with the likes of Saudi Arabia, so its support for Israel will likely have no impact on its ties in the Arab world. More important for China, its support for Israel would enhance its ability to challenge the UN-besotted Obama White House in the great power game.

 

Ironically, to the extent that by supporting Israel China secures the rights of nation-states threatened by the rapidly expanding UN colossus, China will become a pivotal defender of embattled democracies on the world stage.

    You’ve elicited some great ideas here Caroline, while recognizing the realities inherent in doing business with the chinese communist state. For all the ethical implications, the reality is that a major portion of both PRC and American economic stability is now grounded in their extensive and mutually symbiotic relationship. Israel’s early history was grounded in socialism, and to an important extent still is; stemming from both the logistical realities of the post WWII era and a humanitarian concept that seemed, perhaps was appropriate at the time. Initially, similar constructs motivated the chinese communist state. However, in the last several decades both countries discovered that free enterprise capitalism was as close to an optimum solution as possible in the interest of growing wealth for the greatest number of citizens.
    The people of mainland China, prior to communist state control, provided Jews one of the few open safe havens, as well as authentic respect, during the Shoah. That says something very profound about the inherent ethical and apolitical roots of their culture; perhaps a cultural memory not entirely lost. Your ideas have tremendous possibilities, and not only from a perspective wholly concerned with Israel’s survival. Perhaps cultivating a closer relationship with China would be another way in which Israel could evolve in it’s own role as a positive ethical influence, as “a light unto the nations”, in the long run helping the chinese people as much as benefitting from this kind of complex political alliance.

    Since Labour came to power in Britin, it has been committed to globalism. Being the ardent Fabians that Labour have been, it is no surprise that they believe in world government.
    When the credit crisis took place, PM Brown could not utter a word without global this and that, even as other governments set about correcting their own finances.
    Then we have this scam of AGW, of which the UK has been the leading exponenent. Its main motive was to regulate the generation and use of energy in industry, transport and agriculture, worldwide, via the UN. In essence a world government, which would intrusively monitor and regulate the running of a country by an international team of bureacrats. Thankfully, the Chinese would have none of it, and sent Obama and Brown packing.
    We will not see the end of this madness till the EU is reformed, and there is some change in the governance in the USA. In the meantime, we will have to rely on China.

    Chinese support for Israel would likely have a negative impact on its ties in the Arab world. Although China’s domestic market is huge, it still needs the goodwill of Arab nations to expand trade. It is true that China does not share Israel’s democratic values, nor should Israel ignore China’s record on human rights abuses. Israel cannot count on China to defend its interests in the UN. And Israel needs to go on the offensive, with an effective PR campaign, to clearly demonstrate that she is truly a first-class nation.

    I think an Israeli alliance with the Chicoms would be of dubious value. One of the hallmarks of communism is its capriciousness, that is inherent in any totalitarian state. They may be your friend today but tomorrow they’ll stab you in the back. It may be possible to make a short term alliance with them to defeat a particularly objectionable bit of nonsense, offensive to both Israel and China, emanating from that palace of fools otherwise know as the UN.
    A far more effective course of action would be for Israel to withdraw from the UN, stating as bluntly as possible the reasons why. Israel gains nothing from being a member of the UN. In fact by remaining a member Israel sanctions the abuse heaped on it by the Islamic bloc and their hangers on like the United States, Britain and the EU. This would be a devastating blow to the UN. It would sweep away the phony claptrap about the UN being a place where nations can reason with one another and expose it for what it really is: a hellhole of hypocrisy where the most bloody regimes on earth gain a veneer of respectability and those who try to defend themselves against them are branded as aggressors.
    It is clear the Britain is violating diplomatic standards by trying to arrest Israeli government officials. It should be recognized that this is barbarity that you would find only in some backwater African country that lacks a rule of law. Israel should recall its ambassador from Britain and insist the British do the same from Israel. If the British insist on playing their stupid games Israel should close their embassy.
    The reason that Israel does not get any respect is because it does not act like it should be respected. Israel continually kowtows the United States when it knows it shouldn’t, it meekly remains the whipping boy of the UN, it allows the wigged fops in the British judiciary to harass its officials and it will not boldly and confidently speak up for itself.

    It is disappointing, Caroline, to read your support of the opening to China by Israel. You have always maintained the importance of a unified Western response to the enemies of freedom. China, the emerging superpower, is a threat to freedom globally. Israel’s temptation is understandable given its small size-no matter how strong it is militarily it remains a small state and if its Western ally, the US, is wavering, and, Western Europe is beyond help, then Israel may have to look for other allies. But China isn’t Kenya, Columbia or a Balkan state. It is an aggressive Communist power with global hegemonic ambitions. It will be ready to use Israeli overtures to its advantage against Israel as it used US overtures in the past. Up to now you have been a steady advocate of the unified US/Israeli pro freedom approach criticizing Israeli and /or American administrations whenever they veer from it. If the Obama way continues to be the American way, Israel may have to reach out to the winner of the global struggle but why facilitate China’s expansion? In addition, Lieberman ought to take care with relations with Russia, another aggressive world power whose Middle East ambitions never wavered even during the Yeltsin period with Primakov running the Middle East portfolio. Whatever Russian/Chinese battle for hegemony the future holds in a post US dominated world (should that come about) for now, at least since 1989, the two great powers have been allies and their nuclear forces and their diplomatic activities in South America and the Middle East (particularly in Iran) need to be viewed in tandem. Sophisticated diplomacy is a valuable security tool but it’s easy to get tangled in the web of the Chinese who will be duly “impressed” by learning about Israel and Judaism while moving right along to take advantage of trade, arms sales and diplomatic support on its road to global hegemony from the Western Pacific to Panama to Africa and the Middle East.     I think there are many running a little scared. They forget the American people are a factor in this government. The American people have tired and have had enough of Obama and his anti-American, gobalization policies and will change the composition of the Congress at the end of the year. As far as England is concerned, Israel needs to forget about Europe and remember that there was a reason we all left there. Pushing the China button is not a bad idea, but remember China’s allegiance is to itself, just like any other nation. As long as it is worthwhile they will be Israel’s friend and not a moment longer. Israel would do well to play one pole against the other. In the meantime, sit tight, hold on, bide your time.

    What a shame! There is a bunch of European countries, discussing endlessly the question of whether or not to accept ( pseudo- or at the most quasi – democratic) Turkey as a member of the EU ( Erdogan called Europe sort of ” odd club of Christians”). At the same time, Israel, the only democracy in the Mideast, surrounded by barbarian freedom-haters and anti-Semites , seemingly has to consider cooperating with China, a dictatorship whose ‘ humanitarian’ tradition and mentality is a thousand percent more alien to Israel than the spirit of the
    ” Abendland” (Occident) . And all because those despicable European politicians have not the slightest intention of showing solidarity with Israel, a country whose roots our culture has thriven upon and whose ingenious creativity in the fields of science and culture could inspire and enrich both our enconomy and our civilization.

    For Israel to align with China would have no long lasting benefit and to even suggest such a relationship is a function of desperation not critical thinking. They will join the anti-Semites in a heartbeat and would help in any effort to bring on the destruction of Israel when it is in their best interest. The fact that someone of your intellect would even consider such a relationship encourages me for this reason. Israel is quickly running out of options and will soon be obliged to admit their need for the One that has always been there and had foretold of that exciting and wonderful day when He will become Israel’s Faithful Protector!

    I usually agree with your assessments, concerning Israel, and her interests.
    But i feel that you are dead wrong in you views expressed in this post.
    I feel that comments by Bill K., and Leib, are on the money.
    My advice is, Israel, ‘be good’!
    …[purely] for goodness sake!
    And abandon the moral hyenas that these days traipse the halls of the UN.
    [i.e. Israel, do not seek to be obsequious among the nations of this world. Do what is right, and moral, even if it seems to be to your cost. Do not give [a] way to evil men. Put them down.]

    Personally and historically, I don’t think China was at any time really communist. It has always an imperial system for the last two thousands years. The illusion of democracy in the West is no appeal to the Chinese.
    The Chinese would value long term relationships. Those ignorant of history should read how China called America the only Christian nation which practiced Christian value after it outlawed the opium trade into China. Other countries in the West just used the guises of democracy, Christianity and human rights to dominate China. In fact, 1820 marked Chinese dominance in the world economy at 32.4% of the world’s GDP. What happened? The British and other European nations started trading opium to reduce the trade imbalance. First they targeted the elite, proffering off opium as a delicacy then they went for the common people. So would China trust the West? No. But would it support Israel? Yes. Why? Unlike the West which has a history of anti-Jewish sentiments from time to time from England to Europe through to America, China and India I might add had none and still have none.
    So why is China supporting Iran or perhaps Russia? Well, it is documented and a historical fact when all the European powers were oppressing the China considering it second class citizens of the world, only Russia decided to recognize China as an equal nation. One could only read the treaties the British and other European nations forced China to sign to look at the inherent bigotry and hypocrisy. In fact, when Hong Kong was returned to China, the British emblem of the Hong Kong administration were junks trading opium into China! So is the West democratic? Those of the elite in the West know it is not. The West has never been democratic, so to speak. It does has a form of election though which was less democratic than what occured in China 3,000 years ago under the Shang dynasty when the Emperor was elected and even after his election the populace would be requested for their approval!
    I don’t subscribe to any of the concepts profferred generally about the balance of forces playing out about China,Iran and America. I think America or Americans should be cognizant of the fact that Iran was a self governing democracy before the Shah who was a non-constitutional monarch took over. Who engineered the overthrow of the Iranian democracy? Well, Jimmy Carter apologised to the Iranian people for meddling in their internal affairs. This is documented. Unfortunately, America’s attempt to hegemonize the Middle East backfired giving birth to a fiery religious Islamic Republic of Iran.
    Now on China’s relationship with Iran or actually the Persian people. This is based on a milenniums old friendships. E.g. the Ming dynasty of China was founded by a sect that originated from Persia. Well, Cyrus the Great was Persian too. So the mutual influence and bilateral relationships between China and Persia had existed for a long time. The recent events between China and Iran are not out of the ordinary.
    Then what about Israel? It is documented that the imperial Tang dynasty of China was allied by marriage to the Royal House of David and the Sassanids of Iran.
    It is therefore improbable that China would take an anti-Semitic stance. As Israel Epstein, the late Jewish member of parliament of China, there is no traces of anti-Semitism in Chinese culture. In fact, every emperor has not been anti-semitic at all.
    Today, the games played by the elite of the West are being exposed as unethical because it is increasingly exposed as those that follow basically the money trail. Yes, there were the spiritual leaders like Lincoln, Knox and (Lloyd) George. However, it has increasingly improbable for most of the West that any decision today would be more for the good of the people or ideals given that Europe has a debt to annual GDP ratio of 400% in England, 1100% in Ireland and around 300% and more for many European nations. Who funds it? The Arabs of course.
    So I think a reframinig of Middle East politics need to be enacted to understand the real power player, motivators and intentions. Hidden and power plays are a cornerstone of critical analysis. However, I find that when we unpeel layer after layer of stated agendas of the West, we find the issue of money not ideals. This is not to say the elite of the East don’t go for money but they don’t have a veil of morality that they promote because they are conscious of their historical frailness. E.g. every major corrupt official has been documented in Chinese history including Eunuchs who controlled the court. So there is no point in the pot in calling the kettle black! The Chinese know this full well. Unfortunately, Western democracies have to have a veil of morality. Not so the East. There is no point hiding one’s past when it is documented. So China does not take aim at the Americans for breaking tribal treaties repeatedly with American Indians, the Spaniards for raping the Inca empire, the British for using disease to kill off certain Islanders to take their land, the Russians for its internal purges or any other nation. It is conscious of the mandate of heaven.
    On a personal level for the Chinese, there is no anti-semitism. Thus I am supremely optimistic about China’s support for the Jews and Israel in the future.
